As the state association for youth mentoring programs in Massachusetts, with a network of 165 programs serving nearly 20,000 youth and engaging 13,000 adult volunteers, Mass Mentoring Partnership puts forward the following comments on behalf of the youth mentoring field throughout the state of Massachusetts. Research has shown that youth mentoring programs have a significant positive impact on youth engagement in risky behaviors. A landmark Public/Private Ventures evaluation of Big Brothers Big Sisters programs showed that students who meet regularly with their mentors are 46 percent less likely than peers in a control group to initiate drug use, and 27 percent less likely to initiate alcohol use. An analysis of mentoring program evaluations conducted by Jekielek, Moore and Hair found that overall youth in mentoring relationships exhibit fewer delinquent behaviors as well. With the above in mind, we would like to recognize the agencys continued support of youth mentoring, both as a program type that can be effectively applied as a prevention strategy to reduce truancy, as well as its own separate priority area for investment through the Mentoring and Community Engagement, Mentoring and Juvenile Drug Courts and National and Local Youth Mentoring grant programs. In these challenging fiscal times, the continuity of support at such a significant level is critical to maintain the stability of the youth mentoring field. As you move forward on these priorities, we respectfully suggest that in addition to your focus on evaluation and implementing best practices, that the accessibility of programs in different regions, the length of time that programs have been running, in addition to the sustainability of their efforts over time, are included as criteria when making funding decisions. We also suggest when investing in training and technical assistance for mentoring programs, that in locations where training and technical assistance providers with deep understanding of best practices in mentoring and their local communities already exist, such as mentoring partnerships, that the agency take advantage of those resources to avoid duplication of effort.
